Brown ground beef in a skillet on medium heat. Once cooked, remove from pan and set aside.
Add olive oil, then onions and peppers. Let cook for about 10 minutes.
Add garlic and cook for just a couple minutes, stirring frequently to prevent garlic from burning.
Add flour and sweetener until well coated.
Add tomatoes.
Mix water, tomato paste, spices, salt, and apple cider vinegar and add to the skillet.
Return meat to the pan and reduce temperature to low. Let simmer for about 10 minutes until the sauce thickens. Serve on your choice of rolls.
